What do I need to make a blank tiara in Runescape?

I know I need a tiara mould but I can’t remember the other “ingredient” to make a blank tiara. Also, is tiara crafting(like fire, air, water) one of those “skill/money raising” methods?
The only thing(s) I want to know are: What “ingredient” I need,
and what to use to “harden” the mould into a tiara(I know of one place in falador)

i think you would need a silver bar.
